DPCW: The contents and direction

HWPL's Lee Man-hee has traveled all over the world and shouted peace. In order to prevent wars from happening to anyone who knows the misery of the war because he fought the enemy forces directly in the war as a 6/25 veteran. There are many places in the world where there are many ideologies and religious problems. Among them, religious conflicts are close to 80%.


Thus, the president of the HWPL drafted an international law that banned war with advisors from all over the world, former and current presidents and lawmakers. He proposed this measure to the United Nations and shouted to persuade politicians and religious leaders around the world about no more war that he would propose his powerful will to the United Nations and achieve substantial results.

This international law is called the DPCW, "Do not make weapons, do not do military exercises, do not plan for war, and if there is a country that breaks down, it should be done by international law."


Many peace activists in the past have cried peace, but the world is fighting constantly today with no income.

He travels all over the world and is a person who is doing meaningful things to the leaders of the nations and the United Nations for the future of mankind. I am really proud and grateful that he is the person of our country, Korea.


If the world accepts this international law, then the world will become a peaceful place. The generations that have undergone war will want peace from everyone else and youth, too. It is because we want for youth to protect himself without going to war.



HWPL' s appeal to international society for world peace

HWPL Leader Urges UN to Ensure Sustainable Peace
On July 9, 2018, Lee Man-hee, chairman of HWPL, an international peace NGO in Seoul, called for cooperation and support from UN officials to ensure sustainable peace through the implementation of international law.

In order to ensure that universal human rights are exercised in the world, it is necessary to ensure that international law is effective in developing a global diversity of cultures and controlling them with one unified and coherent policy. International cooperation must be achieved. "

HWPL will do its best to achieve world peace and end the war through the establishment of compatible and enforceable international law with the Declaration of Peace and Cessation of War (DPCW) and the World Alliance of Religions’ Peace (WARP) offices.

We have always been close to the misery of the war as we have lived with our grandparents and my father 's generations who had undergone the First and Second World War. My grandfather said he dug a trench in which the bodies of his colleagues were corrupted and smelled bad, but they had to step on them and go out and fight with them. Until our country broke into the north and south, My grandfather studied with his friends at school. When the war broke out, my grandfather had to go to the front with a gun at the age of 16, and the enemy that my grandfather shot was my grandfather's friend.

My uncle's friend, who returned from a fierce battle against Vietnam, said that he was deaf because of the sound of shelling and that he was mentally ill and had trouble adjusting to his social life. Many retired soldiers are suffered from a desease caused by a defoliant, which they used in the Vietnam War, paralyzed our nerves, so there are some people in Korea who suffer from the aftereffects of defoliant.

US troops returning from the Vietnam War have been reported to frequently experience suicide.
Humans have been in frequent wars. However, we must persuade the later generations to warn and educate more and more. The outcome of the war is miserable and the other is for the future of mankind. Our generation, either directly or indirectly through the war, should always remind future generations of the horrors of war and end the war. I think it is our duty and responsibility to live today.

NK to publicly close nuclear site in May




  North Korea will close its nuclear test site in Punggye-ri, Gilju-gun County, Hamgyeongbuk-do Province, this May, and make it publicly verifiable. North Korea will also change its time zone, currently half an hour behind Korea time, to match that of the South. 

  During a Cheong Wa Dae press briefing on April 29, Presidential Senior Secretary for Public Relations Yoon Young-chan announced that, “Chairman of the State Affairs Committee Kim Jong Un agreed during the 2018 Inter-Korean Summit to close the North’s nuclear test site next month. To make the dismantling process transparent, he agreed to invite experts and journalists from Korea and the U.S. to the North.”

  Yoon said that President Moon Jae-in immediately welcomed this suggestion and that the two leaders agreed to set dates as soon as they were ready. 

  According to Yoon, the North Korean leader said, “The U.S. is inherently hostile toward North Korea, but through dialogue, it will become apparent that we have no intention to target South Korea, the Pacific Ocean or the U.S. with nuclear weapons. If we are able to build trust with the U.S. through frequent meetings, and promises to end war, and practice a policy of non-aggression, there’s no reason for us to live a hard life with nuclear weapons.” 




  “We will not repeat the painful history that is the Korean War, and I assure you that military force will not be used under any circumstance,” said Chairman Kim. 

  The two Koreas also agreed to match their time zones. North Korea is currently 30 minutes behind its southern neighbor. 

  According to Yoon, Chairman Kim suggested during the summit talks that the North and South should first align their time zones, saying that, “The two different clocks for Seoul and Pyeongyang hanging in the Peace House broke his heart.” He said, “Since it was us that switched from the standard time, we will reset our clocks. You may announce this to the public.”

Peace News, Light on Sri Lanka

  International Youth Camp was held from March 28, 2018 to April 1, 2018 with 7,000 participants including government representatives, prime ministers, youth organizations, and the press in Sri Lanka.




  Heavenly Culture, World Peace, Restoration of Light joined the event. At the event, in order to promote peace-related actions by youth, 7,000 of people signing to support the DPCW attracted people's attention. HWPL affiliated with the UN DPI and UN ECOSOC, announced the DPCW on March 14, 2016, to strengthen a solidarity of peace through a comprehensive cooperation of all sectors of society and to establish a legally binding international law necessary for peace-building.

 The DPCW with 10 articles and 38 clauses, drafted by international law experts, includes provisions to avoid war-related actions and achieve peace, including respect of international law, ethnic/religious harmony, and a culture of peace.




  “Sri Lanka is a country that has suffered by a war for more than 30 years until 2009. So the people of the country has already experienced the bitter side of the war. No body at the country wants to face the same situation once again. Accordingly, the DPCW could be adopted easily in Sri Lanka. The message could be communicated to the public through youth” emphasized Prabath Liyanage, Deputy Director of NYSC. 

  Also, He mentioned about conducting an awareness programs with cooperation with HWPL that covering all the parts of the country and all religions in Sri Lanka with targeted group as youth because they are backbone of the country.

DPCW, the international law necessary for peacebuilding.




 The global society has commended the historic decision of the North Korea-US dialogue, following the ‘Peace Olympics’ held in South Korea. A Korea-based international peace non-governmental organisation recently held an event in honour of “The second yearly commemoration of the Declaration of Peace and Cessation of War (DPCW)” in Seoul, South Korea.





“Rather than taking peace for granted, we are the ones to put an end to war to protect humanity and our globe, and leave peace as a legacy for future generations. Todays’ law cannot compensate for the lives sacrificed in war. What we need is an instrument that protects human life, a law that prevents war.”

“No human being and no animal on planet Earth can survive from weapons of mass destruction. Even an error or an accident can cause widespread damage to human life and property, which cannot be replenished. We all have to work 365 days and 24 hours together for peace as a messenger of peace.”

 “If we want to put an end to war and build peace, let us work together for peace and overcome the boundary of state, ethnicity and religion. We have to think of how to resolve international conflicts through adoption of DPCW as a UN resolution. I also think that cooperation is important of realizing to make peace. So this event in Koea provided an opportunity for the global community to become united and cooperate.

HWPL peace law & Justice for religious freedom

  On March 14, Heavenly Culture, World Peace, Restoration of Light (HWPL) held an event commemorating the proclamation of the Declaration of Peace and Cessation of War (DPCW).

  This commemoration was held simultaneously in 166 cities across 71 countries which included South Korea, Zimbabwe, Namibia, South Africa and the United States calling for building a world of peace and realizing justice.






  The DPCW, with its 10 articles and 38 clauses drafted by the International Law Peace Committee, includes provisions on the protection of religious and ethnic identity and spreading a culture of peace.

  Globally 150,000 citizens and leaders of all sectors of society took part in this series of worldwide events, urging for the establishment of an international law for the realization of a peaceful, just society and the denunciation of anti-peace activities.





  In Cape Town, South Africa 600 representatives of political, religious, women, civil society and youth groups attended the commemoration.

  Global interest in the Korean Peninsula has piqued significantly since talks of the historic North and South Korea dialogues came into light.

  To ensure that peace and reunification of the peninsula becomes a reality,an international peace NGO has been working ceaselessly for the adoption of a peace law.

  Mr. Man Hee Lee, Chairman of HWPL, highlighted that every person in every country is responsible for establishing world peace.


“Rather than waiting to take peace for granted, 
it is we who should put an end to all wars to protect humanity and 
our world, and leave peace as a legacy for future generations. 
Laws of today cannot compensate for the lives sacrificed in war."

  In the event, HWPL issued an official statement against anti-peace actions, in light of various organizations hindering peace activities based on hearsay and personal gain.
